What is the ELPAC?
This page is provided to help parents better understand the English Language Proficiency Assessment for California (ELPAC).
The ELPAC is the test that is used to measure how well students understand English when it is not their primary language. Information from the ELPAC helps your child’s teacher provide support in listening, speaking, reading, and writing. | |

The Initial Assessment | The Summative Assessment |

This is given to any student who is not initially classified as proficient in English, and re-adminstered annually until the student is reclassified as proficient in English. |

Understanding the ELPAC
Performance Areas
ORAL LANGUAGE | |

Students can speak in English for a variety of purposes: to talk about an illustration or scene, support their opinion, retell a story and summarize an academic presentation. |
WRITTEN LANGUAGE | |

Students can write about a variety of topics for different purposes including giving their opinion, describing a picture, and writing about an experience or academic information. |

INITIAL ELPAC WHO WHAT The Initial ELPAC is used to determine English Languae proficiency. Students are identified as either an English Learner, or as fluent. WHEN WHY PERFORMANCE LEVELS LEVEL 1 LEVEL 2 LEVEL 3 Novice
English Learner
(EL)
Students at this level are classified as English Learner (EL) with beginning skills.
Annual Testing & Support Services provided until reclassification as fluent.
Intermediate
English Learner
(EL)
Students at this level are classified as English Learner (EL) with developing skills.
Annual Testing & Support Services provided until reclassification as fluent
Initial Fluent English Proficient
(IFEP)
Students at this level are proficient in English and do not require annual testing or English Language Learner support services.

SUMMATIVE ELPAC WHO WHAT The Initial ELPAC is used to determine English Languae proficiency. Students are identified as either an English Learner, or as fluent. WHEN WHY PERFORMANCE LEVELS Beginning to Develop Moderately Developed Well Developed Students at this level have somewhat to moderately developed English skills for the domain. They may sometimes be able to use English to learn and communicate in meaningful ways. They may need some help to communicate about familiar topics in English and more help on less familiar topics.
